Thorsten Reinicke, 52, is a trained banker and fully qualified lawyer. He has been working as the responsible officer for the area of banking supervisory law in the legal department of the Federal Association of German Cooperative Banks (BVR) since 1999. In this function, he is responsible in particular for the consultations and implementation of international regulations (e.g. Basel frameworks, guidelines and standards of the EBA) in the area of banking supervisory law for the cooperative financial group. The focus of his tasks is on the areas of credit risks, operational risks, corporate governance and large exposures. In addition, he is responsible for coordinating the national design of banking supervisory requirements with the German authorities (BaFin and Deutsche Bundesbank) as well as for general banking supervisory issues, especially in the areas of the German Banking Act. At European and national level, he participates in or chairs various working groups on these topics.

The BVR represents the interests of the approximately 800 German cooperative banks, most of which are small, non-complex institutions. Therefore, it is a primary goal of the association to achieve proportionally structured regulations, especially in banking supervision.
