Lesley Titcomb CBE was appointed Chair of Market Harborough Building Society in October 2023, bringing more than 40 years of experience across financial services, regulation, and organisational transformation. A Chartered Accountant (ACA), she has built a career leading complex regulatory bodies and strengthening public trust in the UK’s financial system.

Lesley previously served as Chief Operating Officer at the Financial Conduct Authority and later as Chief Executive of The Pensions Regulator, where she oversaw a period of significant strategic and cultural change. Her leadership at TPR enhanced the organisation’s regulatory approach and reinforced its role in protecting pension savers. In recognition of her contribution to pension regulation, she was made a Commander of the Order of the British Empire (CBE) in 2019.

Alongside chairing the Society’s Board and Nominations Committee, Lesley holds several influential non executive and charitable roles. She is Chair of Trustees at Step Change, the UK’s leading debt advice charity; a Non Executive Director at Pay.UK, the operator of the UK’s retail payment systems; and a Governor of the University of Hertfordshire.

Lesley lives in Hertfordshire with her husband.
